This guide covers long-term residential letting, the twelve-month-plus contracts governed by Portuguese rental law. Short-stay and Alojamento Local run on a different licence, a different tax regime, and a different cost base, and the two are compared at the end.

Most owners hire a manager after discovering how much of letting is administrative. The contract has to reach the tax authority inside a fixed window. Rent receipts are issued through a government portal. Rent rises only by a coefficient published once a year, and only with correct notice. None of it is difficult. All of it has deadlines.

What long-term property management actually covers

The scope is wider than “find a tenant and collect rent”, and quotes rarely spell it out. Here is the full lifecycle.

Before the property goes on the market

The manager sets the rent from comparable lettings rather than from what the property cost. They check that the energy certificate is valid, that the caderneta predial matches the property as built, and that anything requiring a licence has one. They advise on furnished versus unfurnished for the target tenant, arrange photography and floor plans, write the listing, and distribute it to the portals.

Finding and screening the tenant

Enquiries get filtered before anyone gets a viewing slot. Viewings are run and reported back. Screening is the part that matters: employment contract or business registration, recent payslips, the most recent IRS return, bank statements, and a guarantor where the income multiple is short. Previous landlord references get called, not just collected. The manager then presents a shortlist with the evidence attached rather than a name and a feeling.

Contract and move-in

Drafting the contract with the right term, renewal mechanism, notice periods, and clauses on works, pets, and subletting. Legal review. Registration with Finanças and payment of stamp duty at 10% of one month’s rent, both by the end of the month after the tenancy starts. Collecting the deposit, which is capped at two months’ rent. A dated inventory and condition report with photographs of every room, meter readings, and keys logged. Utilities transferred into the tenant’s name.

While the tenancy runs

Rent collection and monthly electronic receipts through the Portal das Finanças. Arrears chased on a defined escalation path rather than ad hoc. Maintenance triaged into what the landlord owes and what the tenant does, with vetted contractors, quotes above an agreed threshold, and an out-of-hours route for a burst pipe. The annual rent update calculated and served with the required 30 days’ notice. Landlord insurance kept current. Periodic inspections with a written report.

Tax and reporting

IMI paid on time. Monthly or quarterly statements showing rent in, costs out, and the running balance. Support for the Modelo 3 annex F filing. Fiscal representation where the owner needs it.

Ending and re-letting

Notice handled correctly on either side. A check-out inspection against the original inventory. Deposit settled with itemised deductions and evidence. Repairs and cleaning organised, and the property back on the market with minimal void.

What is usually not included

This is where quotes differ most, so ask directly. Condominium representation, meaning attending the assembly and voting on your behalf under a procuração, is frequently excluded. So are the cost of works themselves as opposed to organising them, legal fees in an eviction, accountancy beyond basic figures, and out-of-hours call-outs. A cheap headline fee with four exclusions is dearer than a higher one with none.

What it costs and how to compare quotes

Portugal has no standard fee structure, so compare the same four lines across every agency and insist VAT is stated.

How to compare property management quotes in Portugal

Standard VAT is 23% on management services, so a fee quoted as 10% costs 12.3% unless the quote says otherwise. Guaranteed-rent products are insurance sold as a percentage and carry exclusions. Price one against a guarantor or a bank guarantee before accepting it.

The landlord compliance stack

The contract must be written. You notify Finanças by the end of the month following the start, and pay stamp duty at 10% of one month’s rent in the same window. Minimum term is one year for permanent housing and the deposit is capped at two months.

Electronic rent receipts through the Portal das Finanças are mandatory for landlords declaring category F income, with narrow exemptions that require an annual Modelo 44 instead.

Annual increases are limited to the coefficient INE publishes each October, served with 30 days’ written notice. For 2026 it is 1.0224, an increase of 2.24%, so a €1,200 rent becomes €1,226.88. Miss the notice window and you carry the old rent for another year.

A fiscal representative is required for non-residents, but the obligation falls away if you sign up to one of the tax authority’s electronic notification channels. Portal das Finanças confirms that Decreto-Lei 44/2022 waives the requirement for taxpayers who join one. Owners still pay for representation they no longer need, so check this before renewing an arrangement.

Tax: what changed in 2026

Rental income is taxed at a flat 28%, reduced to 25% for residential lettings. Decreto-Lei 97/2026, published on 20 May 2026, cut that to 10% for residential contracts at moderate rent, defined as 2.5 times the national minimum wage, which is €2,300 a month in 2026 and moves each year. It applies to existing contracts as well as new ones.

The same decree created the Regime Simplificado de Arrendamento Acessível, in force since 1 September 2026, which exempts rental income from IRS entirely where the rent is at or below 80% of the INE median for that municipality.

That creates a real decision. A landlord letting slightly above the affordable threshold can end up keeping more by lowering the rent into the exempt band than by holding out and paying 10%. Run both before you renew.

Demand supports either choice. INE recorded a median rent on new contracts of €9.46 per square metre in the first quarter of 2026, up 9.1% year on year, against a persistent supply shortage.

The condominium layer

Buildings under propriedade horizontal are run by an assembly of owners and an administrator. Your vote and your share of the bill are both set by your permilagem. Assemblies are conducted in Portuguese, and from abroad a procuração is the only way to be represented.

Quality varies and the sector is unlicensed. Portal da Queixa recorded 246 complaints against condominium management companies in 2021, of which 45% were resolved and 79% concerned the management process itself. Around 1,400 companies operate nationally and roughly 200 belong to the sector association APEGAC.

Lei 8/2022 tightened the rules. The administrator must begin recovering unpaid quotas within 90 days, execute assembly decisions within 15 working days, and obtain at least three quotes for works the assembly has to approve. A written declaration of outstanding condominium debt must accompany any sale, and a buyer can waive it only expressly and in writing.

Managing it yourself

Self-management works if you are in the country, can deal with a plumber and a tax portal in Portuguese, and have a stable tenant. The recurring load is a receipt each month, one coefficient update a year, an IRS filing, and an assembly.

It stops working when you are abroad, when the tenant stops paying, or when something breaks at 11pm. The honest test is whether you can be reached and act within a day. If not, the fee buys response time rather than admin.

How short-term letting differs

Alojamento Local is a separate regime. It needs a registration in the RNAL with liability insurance recorded against it, it is taxed under the simplified regime rather than category F, VAT applies at 6% on mainland accommodation above the exemption threshold, and municipal containment zones can restrict or extinguish a registration when a property changes hands. Management fees are correspondingly higher because the work is operational rather than administrative. Owners weighing the two should compare net yield after tax and after fees, not gross nightly rates.
